Heathrow Commission Extended

G&T's appointment as Heathrow's Independent Fund Surveyor (IFS) has been extended for a further five years (2+3 years) to the end of 2026. 

G&T has been working with Heathrow Airport Ltd (HAL) and the Heathrow Airline Operators Committee (AOC) since 2014 under a framework for 'Independent Fund Surveyor Services' providing independent assurance relating to capital programmes and projects. 

The role involved close liaison with the airport team, the airline community and government regulators - the Civil Aviation Authority (CAA).

We provide an ongoing assessment of the reasonableness of all major decisions made on key programmes and projects, and give a real-time opinion that capital is being expended efficiently to deliver the outcomes of the business cases. We are required to deploy expertise in the many facets of infrastructure delivery to ensure that we identify and report on issues that affect capital efficiency. This involves our team assuring the programme and project development process through major gateways followed by monthly reviews through the design and delivery phases including reviewing the brief and business case, through governance, design development, procurement, delivery and transition to operation.

The team is engaged on a diverse range of programmes and projects from typically £20m to £1bn+ incorporating asset replacement, airport resilience, passenger experience and both on and off airport expansion. We are required to deploy expertise in the many facets of infrastructure and building delivery – including development and programme/project management incorporating knowledge of cost, schedule, risk and opportunity, contract formation and management, procurement and construction – to ensure that we identify and report on issues that affect delivery of value. Maintaining independence and transparency is absolutely vital in the role to ensure we maintain the trust and respect of our clients whilst building mutually respectful relationships.
